Palparan accession to Congress, bad news for human rights

Pag-upo ni Palparan sa Kongreso, masamang balita para sa karapatang pantao

Wala nang mas masama pang balita sa posibilad na umupo ang isang notorious human rights violator sa Kongreso at ang tyempo ng masamang balitang ito ay dumating pa man din sa araw ng ika-6 na anibersaryo ng pagpatay sa kanyang mga biktima.

Ang retiradong si Gen. Jovito Palparan, Jr., binansagang “Berdugo” ang itinuturong utak sa pagdukot at pagpatay noong Abril 22, 2003, kay ang Karapatan-Southern Tagalog Secretary General Eden Marcellana at Kasama-TK Secretary General Eddie Gumanoy, pawang mga tagapagtanggol ng karapatang pantao.

Anang human rights watchdog na Karapatan, ang posibilidad na maupo sa Kamara de Representante ni Palparan ay napakasamang balita at nagbabala na gagamitin nito ang kanyang posisyon para sa kampanya ng paglipol sa mga aktibista at human rights defenders.

Kasalanan daw ni Pangulong Arroyo kung bakit malakas ang loob ni Palparan na kumandidato. Ito'y anila dahil sa kawalan ng aksyon ng Pangulo sa kaso ng pamamaslang kay Eden at Eddie, patuloy nitong pagpuri at pag-promote kay Palparan at higit sa lahat ang hindi nito pagpursige sa kasong criminal kahit pa mismong Melo Commission na nilikha nya ang nag-rekomenda nito.

Ayon kay Karapatan Secretary General Marie Hilao-Enriquez, ang pag-upo ni Palparan sa Kongreso ay “nagpapadala ng maling senyales sa mga lumalabg sa karapatang pantao na maari nila itong gawin nang hindi sila pinapapanagot.”

Ikinalungkot ni Hilao-Enriquez ang aniya’y kahinaan ng ating batas sa eleksyon, isa na rito ay nababaluktot ang Party List system ng mga kaduda-dudang partido gaya ng Bantay ni Palparan. “Ano bang marginalized sector ang kinakatawan nya? Mga kriminal?” pagtatapos ni Enriquez.#

Palparan accession to Congress, bad news for human rights

No news could be worse than a notorious human rights violator being a member of Congress and the most unpleasant news had to come on the day when his victims were killed six years ago.

Retired Gen. Jovito Palparan, Jr. dubbed as “The Butcher” had figured in the killing of Karapatan-Southern Tagalog Secretary General Eden Marcellana and peasant leader Eddie Gumanoy who was Secretary General of Kasama-TK on April 22, 2003.

Human rights watchdog Karapatan said that the possibility of retired Gen. Jovito Palparan, Jr. occupying a seat in the House of Representative is very bad news and warned that he would use his position to further incite the campaign of annihilation against human rights defenders and activists.

Karapatan blamed the Arroyo government for Palparan’s audacity to run for office because “the President dragged its foot on the twin killings of Eden and Eddie, continued to praise and promote Palparan and failed to pursue criminal proceedings against him even if its own Melo Commission have recommended to do so.”

Karapatan Secretary General Marie Hilao-Enriquez also said Palparan’s possible seat “sends a wrong signal to perpetrators that they can continue committing human rights violations with impunity.”

Hilao-Enriquez also lamented flaws in our election law, one is that the Party List system is being circumvented by dubious parties such as Palparan’s Bantay. “What marginalized sector does he represent? Criminals?” Hilao-Enriquez concluded.#
