Pati ba Naman Kultura Ninakaw na Rin ni Presidente Arroyo?

Nang subukang ihabol si Francis Magalona bilang isang kandidato sa award na National Artist ang sabi ng mga noon ay siyang namumuno dito ay huli na raw siya sa nominasyon. Kung huli sya bakit ganun ang lumabas ngayon na kung saan kahit ang mga hindi nga "raw" nominado ay pwede rin palang manalo sa isang utos lang ng Pangulong Arroyo? Grabe naman na ito! Pati ba naman kultura ay ninanakawan na rin ni Pangulong Arroyo? Anong klase ba talagang pangulo meron tayo? Walang pakialam sa kahit ano pati na ang mga national artists ay binabastos pa.

Ayon sa isang artikulo na sinulat ni Butch Dalisay na pinamagatang "The Corruption of Culture" maliwanag na nakasaan na automatikong hindi pwedeng manalo ang mga konektado o may posisyon sa National Commission for Culture and the Arts (NCCA), the Cultural Center of the Philippines (CCP), at iba pang kasama sa "search committee". Subalit ano ito? Bakit napasama si Cecille Guidote-Alvarez?

Eto pa ang nasabi ni G. Dalisay...

An examination of the names and some further inquiries revealed that of the original shortlist of four NA candidates who had passed the process, only two deceased artists (yes, National Artists can be dead; it’s a cheaper honor to give) and an accomplished painter had been approved by MalacaƱang; the other one, a respected and living musicologist, had been inexplicably dropped.

At ano naman ang karapatan niyang gawin iyon? Ah pangulo nga pala siya ng Pilipinas? Nakakainis at nakakaasar na tayo ay pinamumunuan ng isang pangulo na walang kahihiyan at ni hindi man lamang marunong rumespeto sa isang proseso na kultura natin bilang Filipino ang nakasalalay.

Kaya nga hindi na ako magtataka na may nabalita nga ng 3 insidente na ang nalagay na pangalan sa inilibing noong August 5 ay hindi Pangulong Cory kundi Pangulong Arroyo. Sabi pa nga ng ilan ay "the wrong president died."

Narito po ang Nomination Procedure na makikita mismo sa website ng NCCA sa www.ncca.gov.ph:

1. The National Artist Award Secretariat shall announce the opening of nominations through media releases and letters to qualified organizations.
2. Candidates may be nominated under one or more of the following categories:

a. Dance – choreography, direction and/or performance;

b. Music – composition, direction, and/or performance;

c. Theater – direction, performance and/or production design;

d. Visual Arts – painting, sculpture, printmaking, photography, installation art, mixed media works, illustration, graphic arts, performance art and/or imaging;

e. Literature – poetry, fiction, essay, playwriting, journalism and/or literary criticism;

f. Film and Broadcast Arts – direction, writing, production design, cinematography, editing, camera work, and/or performance; and

g. Architecture, Design and Allied Arts – architecture design, interior design, industrial arts design, landscape architecture and fashion design.

3. Nominations for the Order of National Artists may be submitted by government and non-government cultural organizations and educational institutions, as well as private foundations and councils.
4. Members of the Special Research Group, as well as agencies attached to the NCCA and CCP shall not submit nominations.
5. NCCA and CCP Board members and consultants and NCCA and CCP officers and staff are automatically disqualified from being nominated.
6. Nominations shall be accepted only when these are submitted in writing and with proper supporting documentation, as follows:

a. A cover letter signed by the head or designated representative of the nominating organization. The cover letter shall be accompanied by a Board Resolution approving the nominee concerned with the said resolution signed by the organization President and duly certified by the Board Secretary.

b. A duly accomplished nomination form;

c. A detailed curriculum vitae of the nominee;

d. A list of the nominee’s significant works categorized according to the criteria;

e. The latest photograph (color or black and white) of the nominee, either 5” x 7” or 8” x 11”;

f. Pertinent information materials on the nominee’s significant works (on CDs, VCDs and DVDs);

g. Copies of published reviews; and

h. Any other document that may be required.

So ano sa palagay nyo? Tama ba ang nangyari o talagang pati kultura ay ninanakaw na rin ni Gloria?
